Hafizur is retained despite proof of irregularities, corruption and fraud

From missing office documents, misrepresentation, corruption, irregularities and looting in the name of colleagues through social media with fake IDs, he did commit all misdeeds. He has been found guilty by multiple inquiry committees, the officer who has been requested to be transferred by the Managing Director himself, remains on probation.

The influential official is Hafizur Rahman, Deputy Manager (Service) of the state-owned Sundarban Gas Company Limited (SGCL). Almost all the top officials were happy with his activities. He continues to do whatever he wants with the strength of friendship with the top level leaders of Awami League. Those who opened their mouths against him met with a tragic end. In 2018, the then Managing Director Mushtaq Ahmed took the pen against him. Director of Petrobangla wrote to the administration to transfer Hafizur Rahman to another place. However, Hafizur Rahman could not be removed. On the contrary, Hafizur Rahman shunted Mushtaq Ahmad after 7 months. Thus Hafizur Rahman became reckless day by day.

In a letter sent to Petrobangla (source no. 28.21.0000.118.19.061.16/706) Mushtaq Ahmad wrote,…. which is disrupting the normal operations of the company. He (Hafizur Rahman) was requested to transfer to another place in order to maintain the normal activities of the company. Almost 6 years are about to pass after Mushtaq Ahmed gave that letter, but Hafizur Rahman remains.

The most serious charge against Hafizur Rahman is that of making fake documents by disappearing office documents. It is also a confidential report document of the company itself. In 2018 based on the annual confidential report, discrepancies were found in the promotion records maintained by the HR department regarding the promotion of cadre-wise eligible officers from grade nine to grade six in the pay scale in 2019. SGCL is investigating non-availability of copies of original notes and keeping photocopies of 2 different approved notes elsewhere.

 

An investigation committee headed by Engineer Tauhidur Rahman (General Manager Operations) was formed on March 22, 2021 in the case of document forgery. The committee submitted its report after a long investigation. The report recommended administrative action against the officials concerned for not properly preserving the original documents of promotion (June 28, 2021).

Recommendations of the Inquiry Committee:

To implement the recommendations of the Tauhidur Rahman Committee and for further investigation, another investigation committee consisting of 4 members headed by General Manager (Finance) Nazmul Hasan was formed. The Nazmul Hasan Committee issued a voluminous report. It is said that the then Deputy General Manager (HR) Md. Salauddin, Manager (Personnel) Md. Zillur Rahman the original documents of the promotion were not properly preserved, the e-mail copy of the second approved memo between memos number 30 and 31 was changed/removed and the canceled memo was placed on the wall to serve his own nefarious interests. being done

According to the report, the deputy manager the Committee recommends that officers like Hafizur Rahman who are negligent in their duties, arrogant and involved in activities harmful to the interests of the company, should not be posted in important positions like the administration department and the company secretariat in future.

Hafizur Rahman was also accused of spreading incitement and defamatory information on social media and official messenger groups. He was also given a show cause notice in this regard. In response to that shock (August 1, 2021), he acknowledged that he had made the comments in good faith and expressed sincere regret. Later SGCL General Manager Nazmul Hasan gave him a letter of advice.

It is said in the advice letter that, considering the overall issues, your response is not as expected by the authorities, considering your short tenure, rank, merit and importance of self-improvement in the company, the authorities advise you to be extremely careful about commenting on the Facebook Messenger group in the future so that the authorities do not take any adverse behavior/decision towards you. provided appropriate administrative action will be taken against you if such embarrassing activities are observed later on by the authorities.

Still, in response to the question whether Hafizur Rahman has been reformed, several officials of SGCL told Barta24.com on the condition of anonymity that Hafizur Rahman has become more careless because he always gets away with corruption and irregularities, he does not care about anyone. Although there is no budget, he has spent Tk. 5 crores on office decoration. Later that bill was withdrawn by Tk. 5 lakh per day. Rumor has it that he did the work himself without a tender even though the license of others was shown. In this way, Hafizur Rahman, a resident of Kaliganj,Satkhira has become a banana tree with swollen fingers. He bought land worth several crores in Khulna city. He bought 10 khata land in Khalishpur, the market value of which is above Tk. 2 crore. Bought land in Boyara and Jailkhana areas. Their value is several crores of takas. In addition, there are many anonymous assets in his name in his own area and Khulna city.

Hafizur Rahman got a job at the hands of an Awami League leader. And with the strength of that leader, recklessness continued. Now it is running smoothly. Since 2016, the officers have occupied the association. Despite the demand for votes, they were suppressed by threats.

Hafizur Rahman told Barta24.com that there is no case of missing documents here,     they are trying to frame me with allegations. Another issue was about a note on a document. However, as far as I know, no evidence has been found against anyone.

Regarding building wealth through corruption and irregularities, he said, 4 people bought a 7 and a half plot of land in Khalishpur with a house loan of Tk. 70 lakh. In 2019 I bought 8 decimal land too with a loan.

Regarding occupying the officers' association, he said that these allegations have no basis. In response to a question, Hafizur said that the committee was made through selection in 2019. A commission has been constituted for the election this week.

Chairman of Petrobangla Janendra Nath Sarkar told Barta24.com, "The issues of the past were not brought to my attention. I will look into the issues as a whole. Action will be taken against any allegations of corruption and irregularities.

In 2018, the Managing Director himself requested his transfer. What policy does Petrobangla follow when receiving such requests from subsidiaries? In response to such a question, he said that transfer is not a punishment, if evidence of irregularities is found, departmental action is taken. I will look into why it did not happen in this case.
