After the Padma Bridge, the largest infrastructure under construction in Bangladesh, the Payara Bridge at Lebukhali is also visible.

Around the Padma and Payara bridges, many small and big industrial-mills-factories including hotels and motels are being set up in Barishal and the entire southern region. Once the traffic movement on the two bridges starts, the communication system of various departments including the capital Dhaka with the south will be radically changed. Besides, business relations will be developed.

Tourist gatherings will increase in the tourist centers here. It is hoped that this will open the door to the fortune of the people of the south.

According to the Tourism Corporation and local administration sources, there is huge potential in the tourism industry across the Barishal division. Particularly Kuakata of Patuakhali, Payara seaport and its adjoining areas including Gangamati, Kawarchar, Barishal.

It is learned that on March 19, 2013, Prime Minister Sheikh Hasina laid the foundation stone of the bridge over the Payara River in Lebukhali area of Barishal district. After that, the duration of the project was extended till June 30, 2022. But before that, the authorities are working day and night to complete the bridge in mid-September this year. Although 95 percent of the work on the main bridge has been completed, last-minute beautification work is now underway.

Locals and traders say the south has always been neglected. As soon as the Padma Bridge will become fully operational, trade and commerce will expand in the south. And along with the development of the tourism sector, new doors of possibilities will be opened.

Barisal District Awami League General Secretary and former Member of Parliament Bir Muktijoddha Advocate Yusnus Talukder told Barta24.com that Father of the Nation Bangabandhu Sheikh Mujibur Rahman dreamed of building the Padma Bridge. And it is being implemented by his worthy daughter, Prime Minister Sheikh Hasina.

He added that the construction of the dream Padma and Payara Bridge will change the socio-economic condition and livelihood of the south-west. With the opening of Padma and Payara bridges, tourists from home and abroad will be able to visit the tourist areas here in a short time. Especially Kuakata and Payra seaports will attract more tourists. In addition, if the rail connection is introduced, the communication system here will also change. This will reduce the unemployment rate in the south as well as make the traders here self-sufficient.

Mohammad Abdul Halim, director of the Payara Bridge Construction Project, said the Four lane Payara Bridge is being built over the Payara River in Lebukhali with the aim of introducing ferry-free road connectivity to Kuakata Beach and Payara Seaport. He said the bridge would be opened to traffic in mid-September this year ahead of schedule.

He added that 95 percent of the work on the main Payara Bridge has been completed. A total of 1268 meters of approach road, toll plaza, administrative building, electrification and other ancillary works have been completed on both sides of the river. Last minute beauty enhancement work is going on now. With the opening of the Payara bridge, a ferry-free road link will be introduced to the southernmost of the country, Kuakata which will be a new milestone of the current government.

Barisal Divisional Commissioner Saiful Hasan Badal told Barta24.com that if vehicles are fully introduced on the Padma and Payara bridges of dreams, the communication system of other divisions including the capital Dhaka with the entire southern region will be radically changed. At the same time, trade relations of the southern region will be established with these regions. In Achmita Union of Katiadi Upazila of Kishoreganj, the ancient British-era Shishu Bazar still survives as a witness of time. Although the name is Shishu Bazar, it is actually a milk market. This traditional milk market has been meeting the demand of milk in the region for years.

Every morning buyers meet with wholesalers and retailers at the cow milk market. Here the farmers sell about 6-7 thousand liters of milk every day. Farmers are happy to get cash by selling milk.

Talking to the local elders, it is known that during the British period, the British used to visit the Achmita area. In Hossainpur and Jalalpur of Katiadi there was a blue hut.(Neel Kuthi). Among them, Jalalpur was the largest furnace in Asia. which still exists today. Considering the geographical advantage, the British started living in the present Achmita area by setting up some palaces. There is a legend that Shishu Bazar for milk is required for feeding their young children. Over time comes the Zamindari era. Then they also used to take milk from this market in the morning. This Bazar used to start from the crowing of dawn which is still going on for ages Today it is known as Shishu Bazar to the people of Ashmita.

The farmers who came to the market said that about a thousand farmers of the union raise dairy cows. They produce about 7-8 thousand liters of milk. Medium and small farmers bring milk to the market and sell milk to retailers and wholesalers. 8-10 wholesalers collect milk here.

Going to the market on Tuesday (May 7) morning, it is seen that farmers are bringing fresh milk by bi-cycle, rickshaw and CNG auto rickshaw. Someone is standing with a bottle, pitcher, jug, some brought two liters, some 10 liters, some brought more milk. Tk. 70-80 per liter is being retailed. Again wholesalers are buying milk and pouring it in drums. The sweet smell of milk is spreading in the air. The farmers got the price at the rate of Tk. 60-70 per litre. Most of the customers in the market are sweet sellers. Milk is collected and used to make sweets.

Zamir Uddin (75), a milk seller of Achmita village, said, 'Our fathers and grandfathers used to sell milk here. I have been watching since childhood. I do not know how old this market is. I am bringing three liters of milk. It feels good to sell and get cash.'

Madan Gopal, a buyer from Bajitpur said, 'I have been collecting milk from this market for 30 years. Ancestors also took from here. I bought 70 liters of milk for the sweet shop.

This Bazar runs from dawn to 9 am in Achmita Bazar next to the Katiadi-Kishoreganj regional road.

# To take the tender, the bribe payment slip has to be submitted to the bank

# Withdrawal of money without working on Haor project

# Construction of houses in Jamalpur with money from contractors

# Abuse, death threats to staff and contractors

Muhammad Mashiur Rahman, Executive Engineer of Public Health Engineering Directorate of Netrakona district. This government office is located in the neighboring Netrakona district. There are allegations against him starting from tender control.

He is also accused of misbehaving with office staff and contractors and threatening to kill them, including embezzling money without working, accepting bribes through banks by promising to get tenders. Along with this, allegations have also been raised that they are building houses in Jamalpur by taking money from contractors. However, Executive Engineer Moshiur Rahman denied these allegations. He claims that someone is plotting against him.

According to the source of the complaint of a complainant, he took Tk. 3 lakh as a bribe through Sonali Bank account of BUET branch for getting tender for repair work of 30 wash blocks in Madan and Khaliajuri upazilas of Netrakona. If he did not work with the money, he attacked him when he asked for the money back. When complaining to the Chief Engineer, Mashiur proudly said, "Do whatever you want, those Chief Engineers can't do anything to me."

He is also accused of building houses in Jamalpur by taking money from contractors including collecting bills for installation of 50 tube wells of Haor project in Kalmakanda and abusing the staff and contractors in inaudible language and threatening to kill them for various reasons.

When asked about the complaint, Netrakona Public Health Executive Engineer Moshiur Rahman told Barta24.com that this complaint is false. I don't even know the person who made the complaint.

The receipt of the money given to your account through the bank is attached in the charge sheet, if you do not know him, then why did a stranger give so much money to your account, he said, this money was deposited by my staff. There is a signature there, that of my accountant. If the contractor had submitted, he would have signed. My accountant's signature was gone.

In response to the question that if your account assistant or your office staff deposited the money, then how the receipt of that money went into the hands of someone else, Moshiur said, "I don't know that." This is my question too because I have that slip too.

In the complaint written by the contractor Haji Abdul Wahab to the Secretary of the Ministry of Local Government, "Complaint regarding Executive Engineer Moshiur Rahman's non-payment of cash (proof attached)", it is said, "This is my submission to you that I am a 3rd-tier contractor in Netrakona district. I participated in small and medium quality work in various government departments including Public Health Engineering Directorate. When talking about the work to Mr. Moshiur Rahman, Executive Engineer of Directorate of Public Health and Engineering, Netrakona, he showed the estimate of 30 wash block repair works in Madan and Khaliajuri upazilas and said, I will give you this work, you prepare, how will you work in the E-GP system. He said I will do the quotation by manual tender. if you want to do the work I have to pay Tk. 3 lakhs, he gave me an account number 4404034166124 of Sonali Bank, BUET branch. Ask him to give the original slip by sending money to that address. As promised, I went to Sonali Bank Netrakona branch on April 3 and deposited the money and submitted the original slip to him and asked him to issue a work order.

In the complaint, Haji Abdul Wahab also wrote, "He (Mashiur) asked to meet on 8th." When I went to him on the 8th, he said that now there is a little problem and he is late for a couple of months. When I asked for my hard earned money back, they attacked me and told me to do whatever they want; those Chief Engineers can't do anything for me. Immediately called the Chief Engineer sir, he hung up. When I spoke to Shafiq Bhai, the contractor, he asked me to file a complaint with the secretary. Shafiq Bhai also said that he has done many irregularities in the Haor project, his close friend is the Engineer of Kalmakanda Upazila and in the same area, he collected the bill without doing the work of installing 50 tube wells of the Haor project in Kalmakanda, I also learned that he is building houses in Jamalpur by taking money from the contractors. He was very ill-tempered, verbally abused office staff and contractors and threatened to kill me, I heard.'

He also said in the complaint, "Netrakona Public Health Engineer Moshiur of Buet was the leader of the Chhatra Dal. Complaining to the office doesn't do anything, so I am forced to appeal to you. I have attached the photocopy of the bank slip of depositing three lakh taka to his own account number as proof. I am making an urgent request to investigate the matter and take necessary measures.

When asked about the complaints, Superintending Engineer of Mymensingh Circle of Public Health Engineering Directorate Md. Abdul Awal told Barta24.com, "I do not know about these complaints. I have not received any complaints. I will look into the matter if there is a complaint.

But I don't think that's the case, he said. Aren't there many evil people? I heard about the bank slip. But that does not mean that he took this money from there. Those who take bribes, I think they don't take bribes through banks.
