Earlier, on March 27, 2002, the defunct Anti-Corruption Bureau filed three cases against then opposition leader Sheikh Hasina at the Tejgaon Police Station in the capital during the BNP-Jamaat alliance government. Inspector Mohammad Ibrahim filed one case as the plaintiff and Anti-Corruption Officer Khan Md. Mizanul Islam filed two cases as the plaintiff.

The cases were filed taking into account the decisions of the Executive Council of the National Economic Council (ECNEC) regarding the Bangabandhu Novo Theater project. The decisions of ECNEC were - increasing the cost of the project consultant, increasing the cost of building construction and increasing the cost of officials and employees. Sheikh Hasina was made the main accused in all three cases. Seven, eight and twelve people were charged in these cases, respectively.
